In accordance with the Federal Advisory Committee Act, the Administrator of the World Trade Center (WTC) Health Program will hold a meeting of its Scientific/Technical Advisory Committee (STAC) on September 23, 2024. The agenda will include updates on the status of WTC Health Program Research and the Youth Research Cohort. It will include a presentation on the expansion of the WTC Health Program enrollment eligibility for Pentagon and Shanksville responders. In addition, there will be a presentation about non-substantive revisions to the existing Policy and Procedures for Adding Non-Cancer Health Conditions to the List of WTC-Related Health Conditions.

In accordance with the Federal Advisory Committee Act, the Administrator of the World Trade Center (WTC) Health Program will hold a meeting of its Scientific/Technical Advisory Committee (STAC) on June 21-22, 2023. The Administrator is calling the meeting to seek advice from the STAC regarding the new youth research cohort being established by the WTC Health Program. The meeting agenda will include a presentation on establishing the cohort and the Program’s perspectives, as well as an overview of young survivors. In addition, the WTC Health Program Survivors Steering Committee will lead presentations on young survivors’ views and community-based participatory research. The meeting will also include a presentation and discussion about substantive amendments to the existing Policy and Procedures for Adding Non-Cancer Health Conditions to the List of WTC-Related Health Conditions. Proposed revisions to the Policy and Procedures were initially presented to the STAC at their meeting on February 9, 2023; the presentation will detail further revisions made to the Policy and Procedures in response to recommendations of the STAC at its previous meeting.

The Administrator is calling the meeting to provide overviews on the state of the WTC Health Program, the Program’s research activities, and uterine cancer coverage. There will be a presentation and discussion about substantive amendments to the existing Policy and Procedures for Adding Non-Cancer Health Conditions to the List of WTC-Related Health Conditions. The amendments are intended to clarify the evaluation criteria used to assess the likelihood of a causal association between 9/11-related exposures and a health condition in the 9-11-exposed population. The revision also clarifies the nature of the rationale that provides the basis for the WTCHP STAC recommendations.

Scientific Considerations for Potential Addition of Uterine Cancer to the List of Covered Conditions by the World Trade Center Health Program (first revision)

Changes to the revised version of the white paper include:
- Summaries of three additional studies on 9/11 exposures and cancer (Boffetta et al. [2016], Shapiro et al. [2020], and Li et al. [2021]).
- Table 2 and the corresponding study summaries are organized by study design and year of publication.
- 3,3',4,4',5-Pentachlorobiphenyl is listed as an IARC Group 1 carcinogen on Table 3. It has also been added to the list of carcinogenic endocrine disruptors listed on page 30.
- Summaries of two additional studies on asbestos exposure and uterine cancer (Germani et al. [1999] and Magnani et al. [1993]). In addition, clarification was provided that the study by Magnani et al. [2007] was likely to include uterine and cervical cancer cases combined.

Items for Discussion
The Administrator of the World Trade Center (WTC) Health Program will convene a meeting of the Scientific/Technical Advisory Committee (STAC) on June 2, 2016. This meeting will address new legal requirements from the Program’s reauthorization on December 18, 2015. These changes include:
- Before issuing a final rule to add a condition to the List of WTC-Related Health Conditions (List) eligible for coverage by the Program, the WTC Health Program must now provide for an independent peer review of the scientific and technical evidence that would be the basis for issuing the final rule. The Program must seek recommendations from the STAC on the identification of people to conduct the required independent peer reviews.
- The STAC must also review and evaluate the policies and procedures that the Program uses to determine if sufficient evidence exists to support the addition of a health condition to the List.
For the first requirement, the Administrator will ask the STAC to make recommendations on the identification of independent peer reviews. Recommendations to the Administrator may include the identification of specific individuals and/or a process to identify independent peer reviewers.
For the second requirement, the Administrator will ask the STAC to make recommendations on the Program’s two current policies and procedures on how it determines whether to add a health condition to the List. One policy and procedure is for types of cancers and the other one is for non-cancer conditions. (To read these policies and procedures, please click on the links in the “Items for Discussion” section below.)
The policies and procedures currently in place have recently been updated, with an effective date of May 11, 2016, but are very similar to past versions. Updated content includes the information about the newly required peer review process. Other, minor revisions were made to more closely align the two policies and procedures and to clarify specific steps in the process. While the Program’s reauthorization directs the completion of an independent peer review prior to the issuance of a final rule, the reauthorization does not establish additional requirements for how the peer review is conducted or how the Program determines whether to add a condition to the List. Recommendations to the Administrator may include comments on any and/or all parts of the two policies and procedures.
