The World Trade Center (WTC) Health Program is aware that some members are experiencing issues getting their prescriptions filled. The Program understands that medications, both WTC-related and non WTC-related, are important to our members’ health and well-being. Sometimes these medications can be critical for ongoing treatment.

Some members’ coverage for non-WTC-related medications are being denied at the pharmacy. This is because the billing systems list the WTC Health Program as your primary health insurance and main coverage provider for all your medications. We are working diligently to get to the bottom of the issue quickly and permanently resolve this situation. In the meantime, you can find the temporary solution to this issue, below.

We understand that members have encountered other issues filling their WTC-related prescriptions as well. Here are brief descriptions of other known issues and their solutions.

Why is there a problem getting my non-WTC prescriptions filled?

Some members of the World Trade Center (WTC) Health Program are having trouble getting their non-WTC-related prescriptions filled at the pharmacy. This is because there is an administrative error that lists the WTC Health Program as a member’s primary insurance. The WTC Health Program is not insurance, and this causes the member’s claim to be denied. The Program is working to permanently resolve this issue as quickly as possible.

What do I need to do if my non-WTC related prescription is denied due to other coverage?

The Program is working on a permanent solution to this issue. In the meantime, if this happens to you please follow these steps for a temporary solution:

  1. Call your primary health insurance company to let them know WTC Health Program is not an insurance plan and you do not have alternate health insurance.
  2. Tell them you are calling to request a temporary override for the prescription you are trying to get filled. You may have to explain that WTC Health Program only covers medications for certified conditions caused by 9/11 exposure.
  3. If you need a letter for proof that the WTC Health Program is not health insurance, you may find a generic letter online (PDF, 1 page, 148 KB) or call 1-888-982-4748 or email WTC@cdc.gov and have a personalized letter with your name and Program member ID number mailed or emailed to you.

What if I experience other issues getting my prescriptions filled?

We understand that members have encountered other issues filling their WTC-related prescriptions as well. Here are brief descriptions of other known issues and their solutions.

  • If you need a prior authorization, contact your program provider (doctor, PA, etc.) to have them submit the prior authorization for you.
  • If the pharmacy gets a rejection for your prescription that says, “prescriber is not covered” or “provider not in network,” contact your Clinical Center of Excellence (CCE) or Nationwide Provider Network and let them know.
  • If you don’t know why you cannot fill your prescription, contact Express Scripts at 1-800-935-7179.
