Open Letter to 9/11 Survivors, Responders, and All Interested Parties: Establishment of the New World Trade Center Health Program

April 19, 2011

Dear Colleagues:

As many of you are aware, the James Zadroga 9/11 Health and Compensation Act of 2010 (the Act) calls for the establishment of a new World Trade Center (WTC) Health Program by July 1, 2011. Since the law was enacted, the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), and particularly the National Institute for Occupational Safety and Health (NIOSH) have been planning for a smooth transition that ensures continued, high-quality care for survivors and responders.

We are confident that we will achieve the timely and full implementation of the Act in a way that guarantees the continuous care of existing beneficiaries and the provision of services for new enrollees. We would like to share with you a few of the critical steps that we have taken so far:

We are honored to have a role in establishing the WTC Health Program envisioned by the James Zadroga 9/11 Health and Compensation Act of 2010. We look forward to hearing from you regarding your ideas for the successful implementation of this important program.

Sincerely,

Thomas R. Frieden, M.D., M.P.H.
