Serving as the Director for the Houston Department of Health and Human Services (HDHHS) Stephen L. Williams is actively involved in public health issues at the local, state, and national level. The mission of HDHHS is to work in partnership with the community to promote and protect the health and social well-being of all Houstonians. We provide traditional public health services and seek to use innovative methods to meet the community’s present and future needs. We have partnered with nonprofit Federally Qualified Health Centers (FQHCs) and the hospital district primary care clinics to enhance access to services for residents and improve the city’s health profile. Other efforts include our innovative HIV testing program for the community called “Hip-Hop for HIV Awareness.” Together, these services build a better, healthier cadre of youth and ensure a better future for at-risk children, schools and the community at large. One purpose of the Bureau of HIV/STD Prevention is to develop an effective response to the HIV/AIDS epidemic in Houston/Harris County by improving our response to HIV infection and associated risk factors, preventing the spread of HIV, maximizing health and social outcomes and coordinating effective and efficiently targeted comprehensive services for those at risk for, living with or affected by HIV. Approximately 13 direct service community-based organizations (CBOs) are funded to provide HIV/STD Counseling, Testing, and Referral Services (CTR), Health Education/Risk Reduction (HE/RR), Social Marketing, and Comprehensive Risk Counseling Services (CRCS). With a staff of 60 individuals, the Bureau serves as an administrative agent to these CBOs, conducting monitoring and evaluation activities and providing capacity building and technical assistance as needed.
