Applying for an Import Permit: BioPermit

Purpose

The Import Permit Program (IPP) uses a secure electronic information system, BioPermit, to conduct all program business. This two-way portal is accessible by both the program and those seeking import permits. BioPermit houses three application types: Infectious biological agents, live bats, and human remains.

To submit a new import permit application, please log in to the BioPermit system below.

Please note:

  • All users require SAMS credentials to log on to the system.
  • If you need to access eIPP to retrieve old data, please log in via your SAMS account and select "eIPP" once you log in. Note that the previous system is only available for retrieving old data. No new import permit applications will be accepted in eIPP.

Overview

Effective January 20, 2026, BioPermit replaced eIPP as the centralized location for obtaining import permits and sharing information with IPP. The new system will make it easier for users to apply for and receive import permits, as it is more agile, user-friendly, and intuitive.

Compared to eIPP, benefits of BioPermit include:

  • A more intuitive user interface. Applications, permits, and inspections will be clearly organized and accessible from dedicated menus on the permittee's homepage.
  • An immediate notification system. Email notifications will be sent to permittees as soon as IPP requests additional information for an application, issues a permit, or issues inspection communications. Notifications will include hyperlinks and instructions if permittee actions are needed.
  • Improved live communication. Permittees and IPP reviewers can use real-time messaging to communicate about applications for import permits.
  • A faster processing time for permits. The enhanced notification and communications, along with a more logically designed (and OMB-approved) application will increase the efficiency of permit processing.

Use of this system is now mandatory for anyone applying for a CDC import permit

Using BioPermit

System Access

All potential applicants are required to have a SAMS (Secure Access Management Services) account to access BioPermit. This protects the security of the information by requiring users to enter a user ID and password, or other secure credentials, before providing access to the system.

If you do not yet have a SAMS account but would like to establish one in order to submit a new application, please fill out a BioPermit Support Request Form and select the "Request SAMS account" from the "Category" dropdown menu.

If you already have a SAMS account but would like to request access to BioPermit, please email BioPermitSupport@cdc.gov and provide your SAMS username. The IT team will link your SAMS account with BioPermit.

Note: If you think you may already have a SAMS account, contact BioPermitSupport@cdc.gov before requesting a new account.
