Evaluation Capacity-Building Plan

What to know

This NIOSH Evaluation Capacity-Building Plan outlines specific evaluation capacity needs and how NIOSH will address them. It covers the five-year period of fiscal years 2021 through 2025.

Overview

The Evaluation Capacity-Building Plan is informed by the lessons learned during preparation for and review of 13 NIOSH programs as well as the content of the Foundations for Evidence-Based Policymaking Act. The Plan outlines three topic areas NIOSH must continue to expand upon to continue to ensure the relevance and impact of its work. These include:

  1. Conceptualizing activities with impact in mind
  2. Long-term evidence-building
  3. Implementation science

Approach

NIOSH designed the Plan with learning agendas in mind, in response to the Foundations of Evidence-Based Policy Making Act. These documents are planning tools to generate evidence to address challenging problems.

The Plan adapts this idea with the inclusion of a learning sheet for each topic area. Each sheet includes a key learning question followed by specific activities and measurable steps to answer each one.

To reflect what is learned through implementation of the Plan, revisions are made on an annual basis.

How can NIOSH conceptualize its activities with impact in mind?

  1. Assess motivations and barriers to collecting intermediate outcomes.
  2. Develop educational and awareness raising materials around intermediate outcomes.
  3. Raise awareness and educate NIOSH staff about impact.

What is NIOSH's long-term evidence-building strategy?

  1. Develop a better understanding of program review strategies utilized by other federal agencies and research organizations.
  2. Develop a statement of purpose and objectives that guide external program reviews.
  3. Prepare for development of learning agenda (e.g., select format and create a process for development).
  4. Develop a NIOSH Learning Agenda.

How can NIOSH use implementation science research to enhance successful adoption, implementation, and sustainment of NIOSH solutions?

  1. Refine definition and develop supporting materials for implementation science.
  2. Develop implementation science materials to build capacity within NIOSH.
