At a glance

CDC supports HIV testing, treatment, and prevention services as well as tuberculosis (TB) prevention and control programs in the Dominican Republic through the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). CDC's efforts focus on reducing HIV and TB mortality and disease transmission by increasing the detection, treatment, and retention of people living with HIV, improving the quality of HIV and TB care, and increasing access to and uptake of HIV services among key populations.

Background

CDC works with the Government of the Dominican Republic to respond to HIV and TB epidemics in the country. The partnership aims to achieve targets for ending HIV as a public health threat by 2030 and eliminating TB disease. Partners help to improve the quality of treatment for both diseases and increase access to, and uptake of HIV services. Programs also offer HIV treatment and prevention services, including counseling for key populations who are at greater risk for HIV infection.

CDC supports the Ministry of Health (MOH) to strengthen its disease surveillance systems, including a national electronic surveillance system for reportable diseases. CDC also supports an electronic TB reporting system and a monitoring system for patients receiving treatment for HIV.

Key activities and accomplishments

Epidemiology and surveillance

CDC collaborates with the MOH and National Health Service to monitor the country's HIV/AIDS epidemic. CDC supported the development and implementation of key Health Management Information Systems (HMIS). These systems include the National HIV Patient Monitoring System (HPMS) and the National TB Patient Monitoring System. CDC also supported the development of the first HIV testing registry (SIREN-P in Spanish) in the Dominican Republic. These systems collect key data and information that feed into real-time analysis of the HIV cascade.

Laboratory systems

CDC works to strengthen the quality of laboratory services to provide accurate and reliable CD4 count and viral load testing. This also includes the scale up of viral load testing among all patients on antiretroviral treatment. CDC also supports the MOH in complying with International Health Regulations by providing technical guidance and training. Building on PEPFAR's platform, CDC helped establish a robust public health laboratory network to improve surveillance across diseases.

TB/HIV reporting and treatment

CDC assists clinics in the Dominican Republic to accurately collect and report TB and TB/HIV co-infection data. CDC also provides technical assistance for TB preventive treatment implementation, including the roll-out of short-course TB preventive treatment (3HP).
