Data and statistics
- State Tobacco Activities Tracking and Evaluation (STATE) system: This interactive application has current and historical state-level data on tobacco use prevention and control. Find STATE highlights, custom reports, interactive maps, fact sheets, and more.
- Smoking-Attributable Mortality, Morbidity, and Economic Costs (SAMMEC): This tool calculates annual state and national-level smoking-attributable deaths and years of potential life lost for adults and infants in the United States. It also tracks smoking-attributable expenditures (SAEs). SAEs are excess health care expenditures attributed to cigarette smoking by type of service among adults ages 19 years of age and older.
- Question Inventory on Tobacco (QIT): The QIT is a tool that collects more than 7,000 historical tobacco-related survey questions from various state, national and international surveys.
- Cancer prevention & early detection facts & figures: This resource includes facts and figures on tobacco use and tobacco control programs from the American Cancer Society. This publication presents the most current trends in cancer occurrence and survival. It also has information on symptoms, prevention, early detection, and treatment.
Evaluation guidelines
Key outcome indicators: identifying and eliminating tobacco related disparities: State and territorial commercial tobacco control programs can use these measurement indicators in their evaluation of efforts to reduce tobacco-related health disparities.

The guide can assist with program planning and evaluation. It should be used with outcome indicators from the 2005 publication. They address how to stop nonsmokers' exposure to secondhand smoke and promote quitting among adults and young people.
Promoting quitting among adults and young people: outcome indicators for comprehensive tobacco control programs – 2015: An updated guide that provides information on 46 promoting quitting outcome indicators. It can assist with program planning and evaluation. This guide should be used with outcome indicators from the 2005 publication that address how to stop nonsmokers' exposure to secondhand smoke.
Eliminating exposure to secondhand smoke: outcome indicators for comprehensive tobacco control programs – 2017: An updated guide that provides information on 38 secondhand smoke outcome indicators. It can assist with program planning and evaluation. This guide also provides a revised logic model and set of outcome indicators for Goal Area 2 of the National Tobacco Control Program—Eliminating Exposure to Secondhand Smoke.

Evaluation toolkit for smoke-free policies [archived]: This toolkit provides approaches to evaluating the effects of state policies and laws that restrict smoking in workplaces and public places. It also will help state and local tobacco control programs select the specific studies that are best suited to their needs and resources. The toolkit provides general information on how to design and conduct each study.
Surveillance and evaluation data resources for comprehensive tobacco control programs: This booklet is an at-a-glance collection of surveillance and evaluation resources for comprehensive tobacco control programs. Program managers and evaluators can use the booklet to plan and evaluate tobacco control programs.
Tobacco 21: policy evaluation for comprehensive tobacco control programs: A guide to help state, local, territorial, and tribal health departments plan and implement evaluation of the federal law to raise the minimum legal sales age (MLSA) for tobacco products to 21 years.
Key outcome indicators: A guide that provides information on 120 key outcome indicators for evaluation of statewide comprehensive tobacco prevention and control programs. Each indicator has detailed information, including indicator definition, example data sources and measures, and graphic depictions of expert panel ratings across various criteria, such as overall quality and resource utilization.
