CDC's Public Health Law Program (PHLP) and ChangeLab Solutions launched the Public Health Law Fellowship in January 2023.
Selected fellows are matched with host sites at
- State, tribal, local, or territorial health departments
- CDC
- Other public health law organizations that support work in the public health law and policy fields.
The host sites offer fellows on-the-job training to prepare them for careers in public health law or policy.
How to prepare
Pathways for Applying to Be a Host Site

There are two pathways to apply as a host site organization for the Public Health Law Fellowship. Organizations that are not a center, institute, or office (CIO) within the U.S. Department of Health and Human Services (HHS) or CDC must apply using the field host site application (Pathway 1).
If you are from a federal agency outside of HHS, please email PHLFellowship@cdc.gov to discuss a fellow placement.
CIOs that are within HHS or CDC must apply using the CDC host site application (Pathway 2).

Anticipated Appointment Start Date
Start dates are flexible. Applications are reviewed on a rolling basis to best match fellows with potential sites. Not all preferences can be accommodated.
Appointment Length

Fellow Classification & Compensation
Fellows are classified as temporary employees and the host organization would be the employer. Fellows are subject to taxes and protected by employment laws for the state/locality where they will be working, thus requiring that the host site organization be registered as an employer in the state where the fellow will be working. In the event that this is not administratively feasible for your organization, other arrangements might be possible with ChangeLab Solutions.
Level of Participation
May be part-time or full-time.
Citizenship Requirements
The fellowship opportunity is available to U.S. citizens, lawful permanent residents, and foreign nationals. Non-U.S. citizen applicants should refer to the Oak Ridge Institute for Science and Education (ORISE) Guidelines for Non-U.S. Citizens web page for information about the valid immigration statuses that are acceptable for program participation.

Fellows will be classified as an ORISE Fellow and the host site CIO would be the employer. The fellow will receive a monthly stipend based on educational level and experience.
