CIPSEA enables NCHS to use Designated Agent Agreements (DAA). Following are NCHS responsibilities.

—    Maintaining systems for handling or storing data

—    Developing models or sampling frames

—    NCHS has final decision making authority to determine whether to enter

        into a DAA

A Census interviewer working on an NCHS survey is an example of a Designated Agent.
