CIPSEA enables NCHS to use Designated Agent Agreements (DAA). Following are NCHS responsibilities.

• Contractors performing statistical activities, using CIPSEA protected data on behalf of NCHS, must be Designated Agents. This includes contractors involved in
—    Collecting, processing, or analyzing data

—    Maintaining systems for handling or storing data

—    Developing models or sampling frames

• Except for NCHS employees, individuals who wish to access confidential CIPSEA protected data must become Designated Agents for NCHS to grant access. Only qualified researchers who submit acceptable proposals and agree to
—    Conditions specified in written agreements can qualify as Designated Agents

—    NCHS has final decision making authority to determine whether to enter

        into a DAA

A Census interviewer working on an NCHS survey is an example of a Designated Agent.
