10th International AIDS Society Conference on HIV Science 2019

How the meeting advanced the mission of the agency: This conference will provide insight into new HIV research and its applications in relation to CDC's mission and the President's Emergency Plan for AIDS Relief (PEPFAR) at a global scale. This conference will also provide strategies about key epidemiology, clinical, and program updates about HIV and opportunistic infections. Additionally, several CDC attendees will participate and present in an IAS satellite session on regency assays.

2018 Open Medical Records System
Dates: December 4–9, 2018

How the meeting advanced the mission of the agency: The request aims to include CDC staff from 10 key countries that implement the Open Medical Records System (OpenMRS). We aim for one person per country, except for Kenya, which is hosting the meeting and has a zero travel and per diem expense. The request for CDC Atlanta (ATL) participation includes the lead of the health informatics team (HIT) and team members who are directly involved in supporting country implementation of OpenMRS, including all the national level efforts. All proposed CDC staff have active involvement with the OpenMRS community and have expert level knowledge of the system. One team member also serves on the OpenMRS advisory council. This meeting provides a single annual opportunity for in-person communication with like experts. Please note that there is some overlap in the ATL staff request with a separate ICAP request for the Conference on Health Informatics in Africa (HELINA). Joint meeting planning allowed the HELINA conference and OpenMRS meeting to be organized in the same location, and with connected timelines. This allows for attending both meetings with minimal additional cost. For those individuals, the budget request is adjusted accordingly to ensure that it reflects actual expected expense. Please note that the HELINA conference is a scientific conference, whereas the OpenMRS meeting is primarily of programmatic importance.

49th Union World Congress on Lung Health—Declaring our Rights: Social and Political Solutions

How the meeting advanced the mission of the agency: The 49th Union World Conference on Lung Health brings together researchers, global advocates, scientists, healthcare professionals, students, and community members working on all aspects of lung health. The conference theme Declaring Our Rights: Social and Political Solutions, highlights that to eliminate tuberculosis (TB) and achieve the health-related Sustainable Development Goals requires a coordinated public health response driven by the human rights of each individual. This conference provides a unique environment to link science, human rights, and policy in the design of public health responses and will provide a platform for the latest science and for policy discussions that inform public health measures grounded in human rights. The conference also provides a forum for CDC staff to discuss and develop strategic and programmatic approaches to improve global TB control and prevention as well the opportunity to provide targeted technical assistance to National TB and TB/HIV programs.
Description of exceptional circumstances: There are 50 FTEs attending this conference in The Hague, Netherlands at a cost of $213,679. Last year's conference was held in Guadalajara, Mexico with 41 attendees at a cost of $203,606. The cost increase is due to a higher amount in airfare and more attendees this year.

67th American Society of Tropical Medicine and Hygiene Annual Meeting

How the meeting advanced the mission of the agency: A world free of tropical infectious diseases. The American Society of Tropical Medicine and Hygiene (ASTMH), founded in 1903, is the largest international scientific organization of experts dedicated to reducing the worldwide burden of tropical infectious diseases and improving global health. We accomplish this through generating and sharing scientific evidence, informing health policies and practices, fostering career development, recognizing excellence, and advocating for investment in tropical medicine/global health research.
Description of Exceptional Circumstances: The ASTMH Annual Meeting remains a critical meeting for participation by many Centers at CDC. There are and will be on-going discussion on redefining preparedness, response and recovery to global or regional pandemics such as Ebola and Zika, the moving target of malaria, and many other sessions focused on disease, environmental, clinical, and cultural factors that are contributing to the morbidity and mortality from tropical diseases domestically and internationally. Without attendance at this conference, CDC would be unable to disseminate key public health information that can be used by decision-makers domestically and internationally.

7th African Field Epidemiology Network (AFENET) Scientific Conference

How the meeting advanced the mission of the agency: The 7th African Field Epidemiology Network (AFENET) Scientific Conference is jointly organized by the National Institute of Health (NIH) under the Mozambique Ministry of Health in collaboration with the Mozambique Field Epidemiology and Laboratory Training Programs (FELTP). The theme of the Conference is "Building resilient and sustainable public health systems in Africa through Field Epidemiology Training" with topics that will strengthen the need for collaboration amongst public health experts with vast professional backgrounds. The Mozambique FELTP is among 16 FELTPs in over 31 African countries. The biennial AFENET is a platform for FELTP residents and graduates to share and advance public health through sharing their field experiences and research during their two-year, intermediate, as well as frontline training in applied epidemiology. The Conference draws over 600 participants from Africa. Our highly interactive plenary sessions and workshops give you an insight into the work that is being done by FELTPs in Africa. We also will host a Ministerial Round Table with Ministers of Health and representatives from over 10 African countries to discuss the declarations of the Abuja Declaration and set new targets for the next period. The conference will provide a wonderful forum to refresh knowledge base and explore the innovations in public health. The Conference will strive to offer plenty of networking opportunities.
Description of exceptional circumstances: The 7th AFENET Scientific Conference draws over 600 participants from Africa yearly and there will be interactive plenary sessions / workshops that will give the attendees an insight into the work that is being done by FELTPs in Africa. Also, AFENET will host a Ministerial Round Table with Ministers of Health and representatives from over 10 African Countries to discuss the declarations of the Abuja Declaration and set new targets for the next period.
There are 24 FTEs attending this conference in Maputo, Mozambique at a cost of $182,401 Last year's conference was held in Abuja, Nigeria with 31 attendees at a cost of $218,054. The cost decrease is due to a decrease in attendees this year. Due to the importance of the conference and the large attendance from multiple centers within the agency, just as in years past Center for Global Health (CGH) wants to ensure that the same number of proposed attendees from all CIOs are included in this request. This conference continues to remain a critical conference to attend for many Centers throughout CDC.

9th Southeast Asia & Western Pacific Bi-regional Training Programs in Epidemiology and Public Health Interventions Network (TEPHINET) Scientific Conference

How the meeting advanced the mission of the agency: The 9th Southeast Asia and Western Pacific Bi-regional Training Programs in Epidemiology and Public Health Interventions Network (TEPHINET) Scientific Conference is being co-organized by the Laos Ministry of Health and Field Epidemiology Training Program (FETP), TEPHINET, and the South Asia Field Epidemiology and Technology Network (SAFETYNET). With conference theme, "Investing in FETP in the era of the Sustainable Development Goals," the event will consist of pre-conference workshops on the first day, followed by the four-day conference proper. The conference provides a valuable opportunity for sharing of information among field epidemiologists in the two regions. The event also offers opportunities to showcase outbreak investigations and other public health practice/research activities done by current trainees and graduates of the Field Epidemiology Training/Applied Epidemiology Training (FET/AET) programs. It also creates a worthwhile forum for networking among healthcare professionals from the many participant countries with their counterparts, thereby forging stronger alliances and strengthening the network.

African Society for Laboratory Medicine (ASLM) 2018—Preventing & Controlling the Laboratory

Description of exceptional circumstances: The ASLM biennial conference remains a critical conference for participation by many Centers at the CDC. There will be meetings to provide a critical forum for updating activities and ensuring collaboration among agencies and partners such as The Global Fund, UNICEF Unitaid, and Médecins Sans Frontières (MSF) to ensure coordinated implementation of activities to address topics such as HIV viral load, point-of-care for early infant diagnosis, HIV rapid test quality improvement, laboratory optimization, and TB/HIV integration. CDC's active participation will help ensure continued U.S. Government leadership in building local laboratory capacity and ensuring quality of PEPFAR-supported activities.
There are 58 FTE's attending this conference in Abuja, Nigeria at a cost of $401,900.00. The previous conference was held in Cape Town, South Africa at a cost of $419,932.16 with 71 attendees. The cost decrease is due to a decrease in attendees this year. Due to the importance of the conference and the large attendance from multiple centers within the agency, just as in years past CGH wants to ensure that the same number of proposed attendees from all CIOs are included in this request. CDC is the lead public health laboratory response agency and sets standards that are not only used domestically but also internationally. Agency staff presence at this conference was crucial in providing input on public health laboratory practices and policies.
Description of exceptional circumstances: This conference is hosted by the Association of Public Health Laboratories (APHL) and is open to all state, city, county, tribal, and territorial public health personnel. It is the only conference of its kind that allows public health laboratory personnel to come together to share and learn the latest information and best practices on public health laboratory sciences. CDC is the lead public health laboratory agency in the Nation and the topics covered at this conference align with CDC's mission of increasing health security. At this conference CDC can share best practices, policies, and recommendations with a large public health audience. Also, since all public health responses start at the local level it is crucial for CDC to attend presentations conducted by public health laboratory personnel from around the Nation. This allows CDC personnel to see what new programs and best practices are being used at the state and local levels, which can often help lead and direct policies and best practices at the federal level to be shared with all state and local public health jurisdictions.

2019 Council of State and Territorial Epidemiologist (CSTE) Annual Conference

How the meeting advanced the mission of the agency: The Council of State and Territorial Epidemiologists (CSTE) Annual Conference connects public health epidemiologists from across the country and allows attendees to share their expertise in surveillance and epidemiology as well as best practices in a broad range of areas including informatics, infectious diseases, substance use, immunizations, environmental health, occupational health, chronic disease, injury control, and maternal and child health. CDC is the lead public health agency in the Nation and internationally and sets best practices and procedures in the field of epidemiology. CDC's presence at this conference allowed the Agency to present on these best practices and be part of the discussions that set policies and procedures on data collection and surveillance strategies. The goal of this conference is one of the key missions of the Agency. CDC also has a cooperative agreement (CoAg) with CSTE through the Partners' Umbrella CoAg in CSTLTS. Several CIOs fund numerous projects within the CoAg which are monitored by project officers, subject matter experts, and technical monitors. The conference allowed these monitors to connect in-person with the CSTE project leads on the ongoing projects through one -on-one meetings and presentations.
Description of exceptional circumstances: This conference is hosted by the Council of State and Territorial Epidemiologists (CSTE) and is open to all state, territorial, city, county, and tribal public health personnel. It is the only conference of its kind that allows public health epidemiologists to come together to share and learn the latest information and best practices on surveillance and epidemiology. CDC is the lead public health agency in the Nation, and representation from CDC at this conference is crucial to the Nation's public health. At this conference CDC can share best practices, policies, and recommendations with a large public health audience. Also, since all public health responses start at the local level, it is crucial for CDC to attend presentations conducted by public health practitioners and epidemiologists from around the Nation. This allows CDC personnel to see what new research, surveillance, programs and best practices are being used at the state and local levels. This can often help lead and direct policies and best practices at the federal level that can be shared with all state and local public health jurisdictions. Sending the high number of CDC personnel to this conference allows for high coverage of all presentations. CDC also gives the state and local jurisdictions and CSTE funding through cooperative agreements, and CDC project officers and subject matter experts can connect with the awardees during this conference to further the cooperative agreement relationships.

Agency staff attended this conference to obtain the knowledge shared at this conference and to share public health best practices in this field.

33rd Annual Plenary & Working Group Meeting Health Level Seven (HL7) International

How the meeting advanced the mission of the agency: HL7 International has more than 40 work groups dedicated to specialized areas of interest such as Fast Health Interoperability Resources (FHIR) Infrastructure, Mobile Health and Electronic Health Records. Educational sessions covered a full range of HL7-specific topics such as Version 2.x Implementation, Fast Health Interoperability Resources (FHIR®) and the Clinical Document Architecture (CDA®), among others, sessions branched out to cover general interest industry topics such as Electronic Health Records, Interoperability, Medicare Access and CHIP Reauthorization Act (MACRA), and Vocabulary Terminology. HL7 FHIR Connectathons event provided a great opportunity for implementers and developers to gain hands-on experience developing FHIR-based solutions by participating in one of many available tracks. HL7 FHIR hands-on FHIR workshop event evaluated and applied the base FHIR standards through hands-on interaction with FHIR servers and later reviewed and utilized the FHIR implementation guides.
CDC uses HL7 and FHIR technology in several different surveillance systems and data gathering platforms. Attendance at this conference allowed the agency stay current on the technology.

8th Annual Conference of the American Society of Health Economists 2019

How the meeting advanced the mission of the agency: The American Society of Health Economists (ASHEcon) is a professional organization dedicated to promoting excellence in health economics research in the United States. Health economics has emerged as a distinct and successful field in economics — a large community of researchers bringing theoretical and empirical insights based on the discipline of economics to policy-relevant issues in health care costs, outcomes, health behavior and health care delivery. The theme of this year's conference was the Crossroads of Public Policy and Health Economics and provided a forum for presenting emerging ideas and empirical results as well as methodological advances in current health economics to be showcased and discussed to facilitate the development of the next generation of health economics scholars. The Agency had 13 staff who presented at the conference, and several others who attended to share and learn valuable information regarding health economics to bring back to their respective centers and programs. CDC is the lead public health agency nationally and brought great insight to this conference through the research presented by the CDC staff attending.

How the meeting advanced the mission of the agency: By attending the American Association of Clinical Chemists (AACC) conference, CDC staff connected with global leaders in clinical chemistry, molecular diagnostics, mass spectrometry, translational medicine, lab management, and other areas of breaking science in laboratory medicine. The Office of Technology and Innovation (OTI) learned about cutting edge technology, heard about vital research, and learned about important changes in the field. Attending this conference allowed CDC to stay ahead of changes in the field.

American College of Preventive Medicine (ACPM) Preventive Medicine Annual Conference

How the meeting advanced the mission of the agency: ACPM and CDC share similar missions in addressing the areas of population health practice; clinical preventive medicine; and lifestyle medicine practice, informatics, and quality medical care. The annual conference consists of a full range of clinical practice areas within population medicine and provides practitioners with opportunities to increase public health and policy skills and relevant clinical knowledge. CDC sets many standards for general clinical care, leadership, and core preventive medicine to measure epidemiological impact and cost-effectiveness, assess and respond to occupational and environmental health disorders, and collaborate between state and local public health partners. Having CDC attendees at this conference will allow the agency to connect with others within these practices and increase our knowledge in these areas to allow the agency to disseminate the best guidelines and standards.

American Medical Informatics Association (AMIA) 2018 Annual Symposium

How the meeting advanced the mission of the agency: The American Medical Informatics Association (AMIA) Annual Symposium brought together informatics professionals from diverse backgrounds committed to transforming health through informatics. It represents the scale of informatics expertise by showcasing basic, applied, and clinical interests. This symposium provided an opportunity for Agency staff to learn and to grow professionally, to network, and to engage with the foremost leaders in the field. During this conference, staff are able to flesh out ideas with colleagues and start new collaborations. This conference is in the new and emerging field of health informatics, it has been defined by CDC and all state public health leadership as the number one area lacking in the public health workforce. Allowing employees to attend this conference has strengthened our employees' informatics skill set, which is a necessary asset in this emerging area.

U.S. Public Health Service (USPHS) Scientific and Training Symposium 2019

How the meeting advanced the mission of the agency: Annual conference for men and women of the Commissioned Corps of the U.S. Public Health Service (USPHS) and health professionals nationwide. This symposium routinely draws over 1,200 attendees to earn continuing education credits, build professional relationships, and learn advances in the fields of health care and public health. The symposium is used as a forum for Corps leadership to provide vital information to Officers as it goes through transformation. Attending this in person allows for Officers to receive vital information and to ask questions of Corps Leadership. The theme of this year's symposium is "Ensuring Health for Generations to Come: Science Matters."
Description of exceptional circumstances: This conference is geared toward the Commissioned Corps officers across Health and Human Services (HHS); and it allows for collaboration and partnership among the ranks to hear from senior leaders, agency partners; and it allows officers to obtain licensure accreditation in support of their category requirement. CDC has an officer population of over 900 officers and this attendee number represents approximately 20% of the Commissioned Corps work force.

National Center on Birth Defects and Developmental Disabilities
Community Counts Meeting Hemophilia Treatment Centers Regional Leadership & American Thrombosis & Hemostasis Network

How the meeting advanced the mission of the agency: American Thrombosis & Hemostasis Network (ATHN) is a nonprofit organization committed to advancing and improving care for individuals affected by bleeding and thrombotic disorders. ATHN managed a national database of patient health data that were used to improve care and support vital research. ATHN Data Summit provided a unique opportunity for professionals from the bleeding and clotting disorders community to meet and reconnect, share ideas, celebrate accomplishments, and work together to reach new heights. ATHN-affiliated hemophilia treatment centers (HTCs), along with community, government, and industry partners were all encouraged to participate. The mission of the Division of Blood Disorders was to prevent and reduce complications of blood disorders. This work was accomplished through conducting surveillance to identify and monitor complications and other health indicators of importance. The cooperative agreement supported national surveillance of bleeding disorders throughout the United States at over 140 hemophilia treatment centers. A national surveillance project of this magnitude required partnership and coordination with the awardees and sub-awardees implementing the project. ATHN, as the cooperative agreement awardee, had the responsibility to implement Community Counts bleeding disorders surveillance through the HTC network. Part of the ATHN Data Summit agenda promoted collaboration within the HTC network and promoted strategies to properly and effectively implement the surveillance project.

How the meeting advanced the mission of the agency: Joint meeting of the International Society for Sexually Transmitted Diseases Research (ISSTDR) and the International Union against Sexually Transmitted Infections (IUSTI). World's largest conference on sexually transmitted infections (STIs) and focuses on STI/HIV research on newly emerging issues in the STI field, including the rise of new biomedical interventions, practical implications of research, and how STI science is practiced. Attendees will learn methods of STI practice through presentations and updates on the latest from the Division of STD Prevention, the Division of HIV/AIDS Prevention, the Division of Adolescent and School Health, and the Division of Reproductive Health (DSTDP/DHAP/DASH/DRH).
Description of exceptional circumstances: The International Society for Sexually Transmitted Diseases Research (ISSTDR), conducts biennial scientific meetings that address the entire range of the biomedical, behavioral, and social sciences related to all sexually transmitted diseases (STDs), including HIV infection. This meeting afforded an opportunity for scientific staff to promote research on sexually transmitted diseases and facilitate the timely exchange of information among research investigators. Additionally, ISSTDR meetings have been the premier scientific conferences that address the entire breadth of research on STD, including HIV infections and the acquired immunodeficiency syndrome, and encompassing microbiology, virology, immunobiology, pathogenesis, and other basic sciences; clinical sciences, social and behavioral sciences, epidemiology, and prevention; and research in health services, public health, and prevention policy. Over 70% of proposed attendees submitted oral or poster abstracts for presentation at the conference. Reducing the approved funding amount below $150,000 would limit CDC's ability to advance its scientific mission of disseminating cutting edge STD/STI Prevention research and surveillance information to the larger scientific community at one of the premier conferences focused on STD and HIV.

2019 American College of Epidemiology (ACE)

How the meeting advanced the mission of the agency: Life course epidemiology has been defined as "the study of long-term effects on later health or disease risk of physical or social exposures during gestation, childhood, adolescence, young adulthood, and later adult life." This broad theoretical framework encompasses the well-known 'fetal origins of adult disease' hypothesis, but also recognizes that exposures, periods of susceptibility and modifiable causal pathways along the lifespan offer opportunities for effective interventions in the community (to remove or mitigate exposures) and in the health care system (to improve treatment effectiveness and prevent downstream adverse health outcomes). This work requires a large, concerted effort that must connect epidemiologic research with the basic sciences and with clinical and translational research. The deployment of strategies that will result in better population health also needs to be supported by policies that influence how we manage the environment, how we provide health care and how we promote healthy consumer behavior and provide market incentives for positive change. The goal of this ACE meeting is to highlight priority areas across the lifespan where epidemiology can advance population health using translational approaches and discuss experiences that can serve as models for intervention.

How the meeting advanced the mission of the agency: Health Level Seven International (HL7) Fast Healthcare Interoperability Resources (FHIR) Developer Days (DevDays) is an event for IT professionals in healthcare—whether new to FHIR or with previous experience—to learn about FHIR in a collaborative environment. FHIR DevDays offers a chance to work with the specification surrounded by others doing the same thing, side -by-side with experts to answer any questions. The three pillars for DevDays are: education, sharing of ideas, and networking. This conference relates to the agency's strategic priority initiative of the Surveillance Strategy. Ultimately, attendance to this conference will strengthen the CDC program.

NIOSH staff obtained important feedback from public and private sector workplace manager, and occupational safety and health professionals about safety health issues impacting their workers. This information is used to shape the NIOSH occupational and safety health research agenda as well as the National Occupational Research Agenda (NORA) which NIOSH administers.

International Societies of Exposure Science & Indoor Air Quality and Climate Conference

How the meeting advanced the mission of the agency: The International Societies of Exposure Science (ISES) and Indoor Air Quality and Climate (ISIAQ) joint conference "The built, natural, and social environments: impacts on exposures, health and well-being", aimed at understanding the interactions between numerous and complex factors affecting healthy living, focusing on air pollutant exposure in built environment, and enriching the discussions to the effects of natural and social environments. It encouraged discussions and forums related to the harmonious and sustainable urban development, informing and involving the wider communities. The built environment must always be discussed in connection with natural and social environments. The conference aimed to broaden up the scope with fresh insights towards improving health and wellbeing. The topics discussed included, but were not limited to, sources and emissions, concentrations, exposure, hazard, and risk assessment, exposure assessment methods, models, simulation, health, individuals, biomonitoring, and biological response, comfort, productivity, community health and wellbeing, advancing research/knowledge in an imperfect world: strategies, sampling, statistics, exposure control strategies, practices and perception, communication, and policy.
