Stephen Sayle is the deputy director for legislative affairs at CDC.

Previous experience

Stephen C. Sayle is a government affairs and legislative policy strategist with more than 25 years of experience working at senior levels of the federal government and in Washington, D.C.’s public policy community.

Mr. Sayle has served in three senior positions in the U.S. House of Representatives. He served as Legislative Counsel to Congressman Joe Barton (R-TX) from 1989 to 1993. He later served as Majority Counsel for the House Energy and Commerce Committee from 1995 to 1997. From 2013 to 2015, he returned to Capitol Hill as a Subcommittee Staff Director for the House Science, Space, and Technology Committee under Chairman Lamar Smith (R-TX).

In the private sector, Mr. Sayle held senior leadership positions advising companies and organizations on federal policy, regulatory strategy, and congressional affairs. He was a Principal at Dutko Worldwide from 1997 to 2006. From 2006 to 2013, he served as Chief Executive Officer of Dow Lohnes Government Strategies, the government affairs subsidiary of Dow Lohnes PLLC, a national communications and technology law firm. He later served as Vice President of U.S. Corporate Affairs for Fontem Ventures, a subsidiary of Imperial Brands.

Mr. Sayle has been recognized by The Hill newspaper as one of Washington’s “Top Electricity Lobbyists” (2004, 2005) and was named one of Washington’s “Top Hired Guns” in 2010, 2011, and 2012.

Mr. Sayle has extensive experience working with Congress on science, technology, energy, and public policy issues.

Education

He earned his undergraduate degree from the University of Virginia and his Juris Doctor, cum laude, from the University of Georgia School of Law. He is a member of the State Bar of Georgia.
