Caroline DeBerry is acting deputy director for public affairs and acting director of communications and reports to the Director. She also serves as senior advisor, performing a number of the Office of Chief of Staff tasks.
Previous experience
Caroline DeBerry is internationally recognized as an expert in strategy, government, health and defense policy, and public service with over 20 years of experience - having been a vice president, chief officer, senior congressional staffer, senior federal employee, small business owner, and international best-selling published author.
DeBerry served Congressman John J. Duncan, Jr., as well as the campaigns of elected leaders who went on to become Cabinet Secretaries. She has worked with White House officials, a Vice President's Chief of Staff, Senate-confirmed Health and Human Services and Department of Defense / War officials such as Assistant Secretaries and many other state and federal government and industry leaders. DeBerry was a senior campaign finance analyst for the Federal Election Commission (FEC), receiving multiple awards for her work, and later founded her own FEC consulting firm. She was also a chief officer for an international nonprofit that provides free health clinics and was the vice president of a healthcare think tank.
DeBerry has worked on several important pieces of legislation, including provisions in the 2020 CARES Act, 21st Century Cures Act, and Fiscal Year 2019 National Defense Authorization Act, among others.
DeBerry is an international bestselling author. In addition to writing her nonfiction book, published in 2010, DeBerry has ghostwritten law books and other works, and she self-published and illustrated a children's book. She wrote a chapter in an Amazon International Bestselling Book in 2025.
DeBerry was honored to be inducted into Marquis Who's Who in America 2024-2025. She was also featured in Fortune magazine (2025), The Wall Street Journal, and included in the Who's Who of Distinguished Leaders: 2024 Honorees.
Additionally, DeBerry was featured on the iconic NASDAQ billboard in NYC's Time Square. She was selected as a Top Global Impact Leader and has received numerous awards and accolades, including Top Trailblazer Award (2026), is a Presidential Award Recipient (2026), Top Founder & CEO of the Decade (2025), Empowered Woman (2025), Top 50 Fearless Leader (2025), and Top Founder & CEO of the Year (2024) by the International Association of Top Professionals (IAOTP) for her outstanding leadership, dedication, and commitment to the industry.
